welcome to the blog. the picture was taken in the City of Auch, which has a European look and feel, particularly leaning toward the design aesthetics of German cities such as Berlin. [even the theme music sounds vaguely like a German-inspired march.]
i'm not sure how i can help answer the question of where in real life were the designs derived. thing is, it's a rather well-documented fact of the game that many of the details were sourced directly from real life. an hour or two tinkering with Google image search might help you.
